Waiver of competitive bidding procedures for emergency contracts

Federal Law 13.979/2020, which establishes measures related to COVID-19, provides that competitive bidding procedures can be waived for the acquisition of health-related goods, services and inputs that will be used to deal with the public health emergency. 

Article 4 of Federal Law 13.979/2020 provides that competitive bidding procedures can be waived for the acquisition of health-related goods, services and inputs that will be used to deal with the public health emergency brought about by COVID-19.

A general provision for waiver of competitive bidding procedures in cases of emergency for any goods necessary to deal with the emergency situation, and for works and services that can be concluded within 180 days, is found in the Government Contracting Law (Law 8666/1993, article 24(IV)).
