Protecting Children and Adolescents in Digital Environments

The year 2025 marked a decisive turning point in Brazil’s approach to safeguarding children and adolescents online. This shift was driven by the strengthening of Brazil’s regulatory framework and the enactment of Law 15.211/2025 — the Digital Statute of the Child and Adolescent (ECA Digital – Estatuto Digital da Criança e do Adolescente) — which established a dedicated regime for the protection of minors in digital environments. At the same time, the Brazilian Data Protection Agency (ANPD – Agência Nacional de Proteção de Dados) expanded its supervisory activities, increasing scrutiny of platforms and digital ecosystems that handle minors’ personal data.

These developments also triggered a noticeable rise in litigation involving the digital rights of children and adolescents. With this landscape in mind, this e‑book offers a comprehensive overview of the current regulatory environment, including the ANPD’s evolving role.
